10. Virginia (D controlled-2009): It's tough to handicap this race until June 10 when we know the identity of the Democratic nominee. Former Democratic National Committee Chairman Terry McAuliffe continues to impress -- rolling out a detailed plan to revive the Virginia economy and picking up labor endorsements, the latest of which came from the American Federation of State, County and Municipal Employees.
